1. Prepare the Pan and Oven
Heat oven to 350°F (175°C). Grease and flour an 8×8-inch baking pan, or line it with parchment paper.
2. Combine Dry Ingredients
In a medium bowl, whisk together the flour, baking powder, cinnamon, nutmeg, and salt.
3. Make the Batter
In a large bowl, beat the butter and sugar until light and creamy, about 2–3 minutes. Add the egg and vanilla and mix until incorporated.
Add the dry ingredients and milk alternately, starting and ending with the dry mixture. Stir just until combined, then gently fold in the drained raisins.
4. Bake
Spread the batter evenly into the prepared pan. Bake for 25–30 minutes, until lightly golden and a toothpick inserted in the center comes out clean. Let cool completely before cutting.
5. Add the Glaze (Optional)
Stir together powdered sugar, milk, and a pinch of cinnamon until smooth. Drizzle over the cooled bars before serving.
